Grants for Veterans and Veteran-Serving Organizations

Federal grants are available for different types of organizations and individuals. The list below are some that are available for individual veterans or veteran-serving organizations.

Adaptive Sport:

·         VA Adaptive Sports Grant Program – The Adaptive Sports Grant Program is facilitated and managed by the National Veterans Sports Programs and Special Events Office (NVSP&SE). The mission of the NVSP&SE office is to provide opportunities for Veterans to improve their independence, well-being, and quality of life through adaptive sports and therapeutic arts programs. VA awards grants to qualifying organizations to plan, develop, manage, and implement programs to provide adaptive sports opportunities for disabled Veterans and disabled members of the Armed Forces as authorized under 38 United States Code 521A.

 

Employment and Job Training:

·         Veteran Readiness and Employment – If veterans have a service-connected disability that limits their ability to work or prevents them from working, the VA’s Veteran Readiness and Employment (formerly called Vocational Rehabilitation and Employment) can help. This program—also known as Chapter 31 or VR&E—helps veterans explore employment options and address training needs.

·         Veteran Rapid Retraining Assistance Program – The VA’s Veteran Rapid Retraining Assistance Program (VRRAP) was enacted on March 11, 2021. VRRAP provides an eligible Veteran with up to 12 months of tuition and fees and a monthly housing allowance based on Post-9/11 GI Bill rates, to be used towards training in a covered program of education (high demand occupation, as determined by the Commission of Labor Statistics).

·         Workforce Innovation and Opportunity Act (WIOA) – Administered by the U.S. Department of Labor (DOL),  WIOA is the primary federal law for training and employment programs for adult, dislocated, and youth workers. These federal programs are administered through formula grants that are awarded to states, which in turn disperse some funding to local organizations and local areas. WIOA Grants to Workforce Development Boards and American Job Centers/One-Stop Centers support job and training services for adults, dislocated workers, and youth.

·         Jobs for Veterans: State Grants – Administered by the DOL, Veterans Employment and Training Administration, the JSVG program provides formula grants to states to hire staff that provide specialized workforce services to veterans. JVSG staff are most frequently physically located at American Job Centers/One-Stop Centers that coordinate federally-funded workforce services to the general public. JVSG staff are divided into “Disabled Veterans Outreach Personnel” (DVOP) and “Local Veterans Employment Representatives,” (LVER) each of which have distinct responsibilities at the local level.

·          Homeless Veterans’ Reintegration Program – This DOL program focuses exclusively on competitive employment for homeless veterans.

·   Stand Down grants – Funded through the Homeless Veterans' Reintegration Program, these grants support events that assist homeless veterans by providing a wide variety of employment, social, and health services.

 

Veteran-Owned Businesses:

·         Vets First Verification Program – VA’s Vets First Verification Program affords verified firms owned and controlled by Veterans and Service-disabled Veterans the opportunity to compete for VA set asides. During Verification, the Center for Verification and Evaluation (CVE) verifies SDVOSBs/VOSBs according to the tenets found in Title 38 Code of Federal Regulations (CFR) Part 74 and 13 CFR Part 125 that address Veteran eligibility, ownership, and control. In order to qualify for participation in the Veterans First Contracting Program, eligible SDVOSBs/VOSBs must first be verified.

 

Housing, Homecare, Nursing Care:

·         Specially Adapted Housing for Disabled Veterans – This VA grant program offers housing grants for veterans and service members with certain service-connected disabilities so they can buy or change a home to meet their needs and live more independently.

·         U.S. Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) – This collaborative program between HUD and VA combines HUD housing vouchers with VA supportive services to help veterans who are homeless and their families find and sustain permanent housing.

·          VA State Veterans Home Construction Grant Program – This grant program is a partnership between the U.S. Department of Veterans Affairs (VA) and the States to construct, renovate, or repair State owned and operated nursing homes, domiciliaries, and/or adult day health care facilities.

·         Specially Adapted Housing Assistive Technology Grant – VA through its Specially Adapted Housing Assistive Technology (SAHAT) Grant Program is authorized to award grants of up to $200,000 per fiscal year to persons or entities to encourage the development of specially adapted housing assistive technologies.

·         The Supportive Services for Veteran Families (SSVF) program – This VA grant program awards grants to selected private non-profit organizations and consumer cooperatives that will assist very low-income Veteran families residing in or transitioning to permanent housing. Eligible applicants must be private non-profit organizations or consumer cooperatives.

·         The VA Grant and Per Diem (GPD) program – This VA grant program funds "community agencies providing services to homeless Veterans. The purpose is to promote the development and provision of supportive housing and/or supportive services with the goal of helping homeless Veterans achieve residential stability, increase their skill levels and/or income, and obtain greater self-determination. Eligible applicants must be public or nonprofit private entities.

·         Veterans State Adult Day Health Care – This VA grant program was designed to provide a community-based program designed to meet the needs of adults with impairments through individual plans of care. This type of structured, comprehensive, nonresidential program provides a variety of health, social, and related support services in a protective setting.

·         Veterans State Nursing Home Care – This VA grant program was designed to provide financial assistance to States furnishing nursing home care to eligible veterans in State Veterans' Homes which meet the standards prescribed by the Secretary of Veterans Affairs.

 

Transportation and Travel:

·         Automobiles and Adaptive Equipment for Disabled Veterans and Service Members – The Department of Veterans Affairs (VA) provides a one-time payment to disabled Veterans of no more than $19,817 toward the purchase of an automobile or other transportation. Additionally, the VA will pay for adaptive equipment, or for repair, replacement, and reinstallation of automobile equipment required because of disability. Payments for adaptive equipment may be made multiple times during the Veteran's life.

   

Cemeteries:

·         Veterans Legacy Grant Program – VA announced on October 26, 2021 in the Federal Register (86 FR 59035) that the initiation of this new grant program will provide funding to educational institutions and other eligible entities to conduct cemetery research and produce educational tools for the public to utilize and learn about the histories of Veterans interred in VA national cemeteries and VA grant-funded State and Tribal Veterans' cemeteries.

·         Veterans Cemetery Grant Program – Established in 1978 to complement VA's national cemeteries, the program assists states, territories, and tribal governments in providing gravesites for Veterans in those areas where the National Cemetery Administration (NCA) cannot fully satisfy their burial needs.
